Metro Manila NCAP enforcement resumes with new LGU portals

The National Capital Region (NCAP) enforcement resumes today in five Metro Manila cities, Quezon City, Manila, San Juan, Parañaque, and Muntinlupa, following a temporary halt. Valenzuela has postponed its reimplementation because of ongoing roadwork. Unlike the MMDA NCAP portal, drivers must now check violations through each city’s own local government unit (LGU) website instead.

To confirm a violation, motorists enter their plate number, MV File number, or ticket number on their LGU’s portal. The system then verifies whether a ticket or Notice of Violation (NOV) is valid. In Manila, drivers must create an account before making online payments. All fines must be settled within 10 working days; failure to pay results in an LTO alarm, which blocks registration renewals or ownership transfers. No additional late fees are imposed for unpaid violations.

The Metro Manila Traffic Code of 2023 outlines 20 common offenses covered under NCAP, including coding violations (UVVRP), disregard of traffic signs, seatbelt violations, and reckless driving. The unified ticketing system ensures uniformity across all LGUs.

Drivers who dispute a violation can review captured images or videos. If they challenge the ticket, they must submit a protest online or at their Traffic Adjudication Board (TAB) within 10 working days. For violations not committed by the registered owner, the actual driver must be identified with supporting documents.
